The Government approved the concept of MDelivery and the development of the information system “Registry of state information resources and systems”

The citizens of the Republic of Moldova will be able to receive various documents requested from the state institutions at their place of residence, by using a new government delivery service (referred to as MDelivery), to be developed based on the Concept approved by the Government today, 25 August 2021.
According to the Deputy Prime Minister for Digitalization, Iurie Turcanu, the project aims at providing the authorities, public institutions and public service providers with an efficient, reliable and modern technical solution, which will be used as a unified mechanism for the delivery of the results of the provision of public services to the beneficiaries.
The MDelivery information platform will be developed by connecting three actors: the public service provider as the sender, the beneficiary of the public service as the recipient of the delivery, and the postal service provider. This platform will reduce costs for all three parties involved and will streamline the process of delivering the result of the public service to the beneficiary.
The Prime Minister Natalia Gavrilita asked the institutions in charge to ensure the development of this service as soon as possible, in order to offer the citizens of the Republic of Moldova, including those living abroad, the opportunity to receive the results of public services (documents, certificates, etc.) through the new government’s delivery service.
The development and maintenance of the government’s delivery service (MDelivery) in the first year of operation (year 2021) will be covered by the Modernization of Government Services Project.
The annual costs for the administration of the MDelivery service are estimated at about 400 thousand lei and will be covered from the state budget, as part of the centralized financing of the public Institution "e-Governance Agency" for 2022.
At the same meeting, the Government approved the Decision on the development of the Information System on the Registry of State Information Resources and Systems.
The Deputy Prime Minister for Digitalization, Iurie Turcanu, explained that the objective of establishing a single system for the registration of state resources and information systems is to create a unified, efficient and reliable mechanism designed to effectively manage the cyber security segment, which will be made available to public authorities and institutions to facilitate the re-use of existing technical solutions and their interoperability.
The need for this system also derives from the current lack of a centralized registry of state information resources and systems, which causes delays in the process of digitization of electronic public services.
The e-Governance Agency has been appointed as administrator of the information system, which forms the Registry of state information resources and systems.
The Information System "Registry of state information resources and systems" will be implemented in 2021. The costs of development and maintenance of the system in the first year of operation, amounting to approximately 1.3 million lei, will be covered by the Modernization of Government Services Project.
