The government, through the Electronic Governance Center, in partnership with the Civil Status Service of the Ministry of Justice, launched today, July 12th, The Civil status documents archive digitization project. Within the project, 4 million civil status documents will be digitized and an information system will be developed for managing the digitized documents.

The overall objective of the project is to increase the efficency of the Civil Status Service through the implementation of modern technological solutions in order to provide a better quality service to the citizens of the Republic of Moldova. The project willbe conducted for aperiod of two years, during which the appropriate infrastructure will be provided and over 400 specialists will be trained.

The executive director of the Electronic Governance Center, Stela Mocan, said that this project "is aiming to reduce the time that citizens waste waiting in line to get the papers. They will be able to request them online. The Government's objective is that by 2020 all the civil documents are digitized."

The Justice Minister, Oleg Efrim, said that the main objective of these initiatives is that the citizens would be able to obtain documents easier, faster and cheaper.

According to Lucia Ciobanu, the Civil Status Service director, the digitization of the civil status documents will simplify the institution’s activity: "It is no secret that the civil status services are overburdened and the difficult process is due to the fact that it is based on paper documents. The mutual and operative exchange of civil status documents between the civil status services in the country and the operative obtaining of the civil status information will significantly reduce the time wasted for the preparation and the obtaining of the documents."

Among the planned outcomes following the implementation of the project are the improvement of the information control, assuring the information and personal data security, the possibility for permanent traceability of the documents’ status (the workflow and the lifecycle), the possibility to access the documents’ history. All these will contribute to the increasing of the Civil Status Service efficiency.
