Today's global economy goes through a phase of transition towards the knowledge economy. In such a moment when the economic rules change, the role of information technologies that accelerate and facilitate the transfer of knowledge and, of data, in general, can not be ignored by no means.
For this purpose, the Digital Agenda for Europe (one of the seven flagship initiatives of the Europe 2020 Strategy) aims at making the most of information technologies’ social and economic potential by fostering innovation and investments in the human capital and the IT infrastructure.
Given the fact that a knowledge-based economy is inseparable from, or even impossible without the knowledge resources – data, expertise, know how, the EU priorities in this area relate to providing all elements necessary for using a magnificent volume of information at maximum efficiency standards. In this case we are referring to:
-    Supporting some ideas to use big data  incoming from the fields of energy, social sciences, environment, etc;
-    Launching public-private partnerships on big data (partnerships not only with companies developing/holding data management software but also with companies from areas generating a huge volume of information, such as the medical, retail, banking and insurance ones);
-    Investments in the IT infrastructure, software and human capital for the storage, processing, systematization and efficient use of information, while complying with the highest data security standards.
The ambitions of the Republic of Moldova to align itself with the European trend and transition pace towards a knowledge economy have been materialized in a cumulative effort of the Center for Electronic Governance and Public Authorities to implement public electronic services as well as technical tools and solutions such as the
     Interoperability Platform
     MCloud Service
     Open Government Data Portal
     Electronic public services for citizens and
     For Business
all aimed at
-    making the governing act more efficient and transparent;
-    increasing digital literacy;
-    improving inter-institutional communication.
The European Parliament Resolution as of April 20, 2012 encouraged the authorities of the Republic of Moldova to adopt the Law No. 133 on personal data protection as of October 14, 2011 with a view to ensuring protection of the right to private life inviolability. The law provides direct control of the veracity of information in electronic form to avoid distortion thereof.
The legal framework that has been adopted in the last four years is aligned with the European Union one. Based on the European Directive 1999/93/EC regarding the electronic signature, the electronic, mobile and digital signatures were implemented so far. According to Law No. 264 as of 15 July 2004 „on electronic document and digital signature”, the documents produced in electronic format are equivalent to the paper-based ones signed by hand, having legal coverage. Proceeding from the Directive 2013/37/EC on the re-use of public sector information the Law No.305 as of December 26, 2012 on the re-use of public sector information was adopted.
Through the Governance e-Transformation Agenda, the Republic of Moldova promotes the EU priorities on development of an economy based on knowledge, data and digital technologies’ consumption.
