THE STRATEGIC PROGRAM FOR TECHNOLOGICAL MODERNIZATION OF GOVERNANCE INCREASE TRANSPARENCY AND EFFICIENCY OF GOVERNANCE

The Strategic Program for Technological Modernization of Governance (e-Transformation) will contribute to aligning the Republic of Moldova’s decision making process to the informational technology practices used by the world’s governments
Chisinau, October 3, 2011. The Strategic Program for Technological Modernization of Governance (e-Transformation) was approved with Government Decision No. 710, dated September 20th. The endorsement of this document is mandatory within the Funding Agreement signed by the Republic of Moldova and the International Development Association for implementing the Governance e-Transformation Agenda. The Program enforces the specifications of the National Strategy on Building Information Society “Electronic Moldova” and the e-Governance Concept.
The document sets the objectives of the e-Transformation process and offers an integrated vision of the public services modernization process and making governance more efficient through the use of information technologies (IT). At the same time, the Strategic Program for the Technological Modernization of the Governance sets the basis for a coordinated approach for intelligent investments in IT and increases IT capacities in the public sector.
e-Transformation Program will serve as a basis for intelligent investments in IT. IT will be used on a large scale in the public sector so as to:
•    Modernize the public sector to benefit of citizens and develop a dynamic and competitive private sector by digitalizing public services by 2020;
•    Increase the transparency and efficiency of the governance process by integrating intelligent information technologies used by central public administration institutions and opening the public government data;
•    Reduce the costs for information technologies used in the public sector.
To this purpose, a common “M-Cloud” infrastructure, based on “Cloud Computing” technology, will be developed and implemented for the governmental institutions and governmental portals “Government for Citizens (G-C)”, “Government for Businesses (G-B)”, and “Government for the Government (G-G)” will be created. The resources thus saved will be used to develop priority fields for the citizens of the Republic of Moldova, such as health, education, social protection, and others.
The strategic e-Transformation program will contribute to fulfilling the objectives stipulated in the Government’s Activity Program “European Integration: Freedom, Democracy, Welfare” 2011-2014, the Reform Strategy for Central Public Administration, the National Strategy on Preventing and Combating Corruption, the National Strategy on Building Information Society “e-Moldova”, the e-Governance Concept, the Law on Transparency in the Decision-making Process, the Law on Access to Information, and the institutional development plans of the central public authorities.
The Government of the Republic of Moldova and the e-Government Center is monitoring and implementing the e-Transformation process in close cooperation with governmental institutions involved in the execution of e-Transformation programs, by applying models  from other countries, such as the USA, Great Britain, Austria, Estonia, Singapore, Georgia, Romania, and others.
