The State Register of controls became operational

Starting July 21 the the State Register of controls became operational. This is a common online platform allowing authorized control bodies to automotize the process of planning controls and registering planned and unplanned checks.

From the technical point of view, the platform will generate a unique quarterly control schedule which it will subsequently publish on the controale.gov.md, together with data from the registers of controls of the 21 authorized control institutions from the Republic of Moldova.

Automation of the planning and monitoring process leads to avoiding abusive, repeated and unjustified performance of controls:

 

 

  • The system automatically identifies duplication of controls planned by several control bodies on one and the same economic entity;
  • Signals infringement of the legislative provisions by a control body (for example, in case of repeated and unjustified controls in the register performed by a control body to one and the same economic entity within 1 year);
  • Within a period of 48 hours from performing the control, the basic information related thereto will be made public via the portal controale.gov.md;
  • Along with data centralization, the costs needed to manage individual records and interoperability issues between the information systems of the control authorities are canceled;
  • The system provides each economic entity with the opportunity to keep the register of controls in electronic format, by turning, thus, into an effective tool for entrepreneurial activity planning and organization;
  • Allows electronic and interinstitutional circulation of documents associated with the entire control cycle: PLANNING - DECISION - DELEGATION-CONTROL ACT;

Along with the establishment of this system, another important step within the process of transition towards an information society is made. This is part of the e-Government Transformation project, supported by the World Bank and implemented by the State Chancellery in partnership with the E-Government Center and the Center for Special Telecommunications.
