The Republic of Moldova shares its experience in e-Procurement in Kiev

The Electronic Governance Centre, alongside with the representatives of the Ministry of Finance of the Republic of Moldova, upon the invitation of colleagues from Kiev participated within June 16-17, 2016 in an information session dedicated to the reform of design and implementation of e-Public procurement service. The event met both the delegation of the Republic of Moldova and the EBRD representatives, officials from Ukraine, Poland, Estonia, Latvia and Lithuania.
Iurie Turcanu, the EGC director executive gave a speech related to the following subject: Interoperability and Open Contracting – standards of open data applied upon the electronic public procurement. In addition, the EGC director executive participated within the joint dialogue and proposed together with other participants efficient solutions for the implementation of reforms in Public Procurement field.
e-Public procurement is the information system, which moves the public procurement from the paper on online support. Economic agents who participate within a public procurement procedure interact with an efficient, transparent, competitive mechanism, at the same time simplifying the interaction with public authorities. The advantages of e-public procurement are the following:
· Interaction with contracting authorities is simplified;
· There is no need to move several times to the headquarter of the contracting authorities or Public Procurement Agency;
· Access to updated information is made when necessary;
· Possibility of errors is low.
Previously, the Government approved the draft law on the Republic of Moldova accession to the Agreement on public procurement. Should this be approved, the Republic of Moldova would become the 47th country that will adhere to the Agreement on public procurement (GPA).
