The Republic of Moldova among countries with a high e-Government development index

A survey carried out by the Unites Nations based on the data of 2012-2013 shows the evolution of Moldova in respect of the e-Government development. The Unites Nations Survey “E-Government 2014: E-Government for the Future We Want” was launched in June 2014. This year, the topic is particularly relevant for approaching the numerous and complex challenges our society has to face and presents important aspects on the e-Government for sustainable development.
The Republic of Moldova was included in the UN survey that analyses the evolution of the country against the background of the e-Government and its ranking at the international level regarding this aspect.
Thus, as to the e-Government general development index (EGDI) in the UN member countries, the Republic of Moldova moved up three places in the ranking as compared to the year 2012. It was also noticed that the country registered an increase in the indexes related to e-services and infrastructure (Online Service Index and Telecommunication Infrastructure Index), which can be directly attributed to the Government e-Transformation activities of the Agenda started in 2010.
In respect to the e-Government general development index (EGDI), the Republic of Moldova is on the 66th position of the 193 UN member countries, registering a positive evolution as compared to the previous years (the 69th place in 2012, the 90th position in 2010, the 93rd position in 2008, the 109th position in 2005 and the 106th position in 2004).
Our country is among the 62 countries ranking in the category of “High e-Government Development Index”, being situated on the 4th place among the landlocked countries registering the highest EGDI values.
In comparison with the neighbour countries, Moldova’s evolution is more visible. Ukraine is still registering a regress in the EGDI area, ranking on lower positions as compared to the previous years (the 87th place, as compared to the 68th in 2012, the 54th place in 2010 or the 41st place in 2008).
Even though ranked two positions higher than the Republic of Moldova, Romania also registered a visible downgrade as compared to the previous years, raking this year on the 64th place, as compared to the 62nd place in 2012 or the 47th place in 2010.
As to the e-Participation, Moldova ranks the 40th after being the 38th in 2012 and being on lower position the previous years (the 58th in 2010, the 116th in 2008, the 151st in 2005 and the 123rd in 2004). Our neighbour, Ukraine moved up 6 positions since 2012 (77th place), however registering lower performance than during 2004-2010 (28th-48th positions).
Romania ranks the 71st, moving up 28 positions in comparison to 2012, but still does not reach the performance registered in 2010 when it ranked the 64th.
Only seven countries from the category of Lower Middle Income Countries member states reached the top 50, including the Republic of Moldova.
With regard to the Open Governmental Data, Moldova ranks among the first 50 states publishing public governmental data, being among the only 6 countries of the Low Middle Income Countries category that entered the top.
Moreover, our country is among the 46 UN member states (out of 195) having dedicated portals for posting/publishing public governmental data.

The e-Government Centre aims at creating a joint e-Government infrastructure for the line ministers and other sector institutions to use and capitalize in the implementing of the e-Government sector agendas and sector e-services, which may generate huge benefits for the citizens and the economic agents and make the activity of the public sector more efficient.
