The register of personal data quantifies over 200 datasets

According to the National Center for Personal Data Protection, the number of operators joining the register of personal data has increased 5 times, while the number of databases in which the personal data are stored and processed, increased from 31 up to 201 units during the period 2012 - 2013.

On the other hand, the personal data operators as well as their recording systems’ failure to register in the established manner, entails contraventional liability, in accordance with Article 741 paragraph (2) of the Contravention Code.

The register of personal data operators represents a free informational system where the records of all personal data operators are stored. It also allows registration of databases, informational and IT systems which store and process the personal data. The notification and registration procedures are to be established for each filing system of personal data separately, using the application on http://www.registru.datepersonale.md/.

This software solution provides a public WEB interface allowing accessing and viewing the public information on personal data operators and registered informational or information systems. The registry implementation aims at: 

- increasing the efficiency and transparency of the Center activity, reducing the inconveniences related to the process of receiving applications for registration, modifying or deleting data within the Register; 

- ensuring the possibility of electronic interchange of data; 

- promoting services as to inform and respond to requests on-line;  

- reducing the costs related to the processing of personal data operators’ requests;  

- reducing the costs relating to the traditional hardware-based data processing (paper) by switching to the exclusively digital information processing. 

Operator of personal data – „ natural or legal person, public authority, agency or any other body which, either alone or jointly with others, determine the purposes and means of processing personal data”

On 15 May 2012, by Decision No.296, Government approved the Regulation of the Register of personal data while the Automated Information System „ Register of personal data operators” was launched on August 15, 2012

The action shall ensure implementation of the provisions of the Law on protection of personal data and Requirements towards ensuring the security of personal data during their processing within the personal data information systems, approved by Government Decision No. 1123 as of December 14, 2010, according to which, the operators of personal data, are obliged to notify the national supervisory authority for personal data protection before starting to process personal data.
