Raul Rikk: "An informed society cannot exist without cyber security"

In Chisinau took place the seminar "Information Security Workshop" – dedicated to public servants and private sector representatives – with the participation of local and foreign experts. The event is part of "Information Security Week" organized by the Government of Republic of Moldova in partnership with the Electronic Government Center (EGC) during October 15-19.

The discussions in the workshop focused on two important issues: the way to ensure security of service delivery to citizens and private sector and M-Cloud platform application that brings innovative technologies in Government.

According to Iurie Turcanu, chief technological coordinator at EGC, the Government aims to create a modern technology platform, with a series of measures and secure tools, called M-Cloud. He specified that Moldova needs powerful tools, secure channels and all necessary means to keep all information in a secure manner, while the Government aims to digitize all public services by 2020.

"Now we have 130 data centers. For their operation we spend more than 150 million lei. Government's priority is to optimize the costs of operating these centers. Knowing how to use the computer in the public sector means to know how to ensure information and data security. It is important to implement security measures that could prevent fraud, identity theft and unauthorized access of personal data", said Iurie Turcanu.

In this regard, the Republic of Moldova has a lot to learn from Estonia.

"Our countries have the same base in the field of e-Governance and an informed society cannot exist without cyber security", said Raul Rikk, Estonian expert in cyber security planning. According to him, in 2007 Estonia was subjected to a cyber-attack. Following this incident, the Estonian Government raised the question of the importance of information and personal data security.

"There are different groups of activists, hackers, criminals, extremists, terrorists and even countries that could use the low-capacity information security in order to access governmental information and personal data. If you want to develop networks and information systems within the Government, added Raul Rikk, you need to pay major attention to information security."

Executive director of the RGC, Stela Mocan, announced during the Thursday event that e-Government Center will launch with support of the Government of Estonia, a new project for assistance in information and personal data security.

Information security insurance involves a series of risks, says Anat Lewin, World Bank expert. "These include cyber-attacks organized by hackers on the information and secured data from any Government. That's why executives must carefully consider all risks of cyber-attacks. Failure to provide information security is caused by the lack of training, low implementation capacity and lack of collaboration. Each agency, ministry and public institution must work together to improve information security insurance. Moldova should be prepared for these risks and for any cyber-attack", added Anat Lewin.

In turn, the expert from the United States, Richard Marshall, vice-president of Axon Global Services and founder of X-SES Consultants believes that "The Republic of Moldova must accept the changes made by the information technologies. I'm glad that e-Government and Cloud Computing initiatives came from the Government of Republic of Moldova. In the United States the private sector was the one that made the requests. In this regard, your government is an innovator. Cloud means information and personal data secured with professional instruments."

In this regard, Veaceslav Puscasu, Information Security Manager at EGC, said that "risk management within the Government is a challenge for information security."

"First of all – he said – risk management is linked to changing attitudes about information security. We have to discuss the importance of risks."

The Director of Cyber Security Center in Moldova, Natalia Spanu, presented at the seminar the platform www.cert.gov.md – a unique center for national information systems users and segments of the Internet, which ensures the collection and analysis of information about informational incidents. It is a technical and advisory support for users in order to prevent information security threats.

During the seminar “Information security workshop” participated experts from UK, Israel and Romania.
