Projects launched by EGA in 2020 that will bring benefits in 2021

The e-Governance Agency (EGA) launched in 2020 several public services expected by citizens and state service providers.
The launches took place in the framework of the Communication Campaign, organized at the end of last year to mark a decade of e-Governance in the Republic of Moldova. The public was informed about the new opportunities for interaction with the state, as well as about the advantages offered by the extension of electronic public services, through a series of live events with EGA, attended by experts, state and private companies, representatives of public authorities and academics.
Among the new EGA brand products the first to be mentioned is the Citizen’s Government Portal (MCabinet). The portal is a premiere for the Republic of Moldova and an information resource designed to reduce bureaucratic processes and simplify the relationship of users with public administration institutions. This service is a personal virtual office that can be safely accessed from home. MCabinet provides citizens with access to data from registers held by state institutions and to electronic services. The office can be used by accessing mcabinet.gov.md and contains 10 data blocks: Payments, Social Insurance, CNAS, Fiscal Situation, Real Estate, Vehicles in Possession, Business, Contraventions, History of Access to Personal Data, Power of Attorney.
The Entrepreneur’s Government Portal is an extension of the Citizen's Government Portal, which can be accessed at www.mcabinet.gov.md. The site comprises 5 blocks of data and is one of the digital services designed for the business community. The portal provides access to the following: General data about the company, Real Estate, Power of attorney, Permits, and Vehicles in possession, including information on fitness certificates and insurance.
The Government Electronic Notification Service (MNotify) is a new product created by the e-Governance Agency, which offers convenience and accessibility to all citizens. By using the service, state institutions will notify users about important events in relation to the authorities and send messages through various notification channels: email, Citizen’s Portal, push notifications, SMS, chat messaging, which will be available in the near future. The MNotify service can be accessed at www.mnotify.gov.md.
The Power of Attorney Information System (MPower) offers the power of representation to all persons and represents the Register of powers of attorney based on the electronic signature. Currently, the MPower Service has 5 types of powers of attorney: Collect the contravention record certificate; Collect the detailed judicial record; Collect the judicial record certificate; Collect Fast Courier shipments; Collect unregistered postal items. The system is accessible at mpower.gov.md.
The Unified Centres for Public Service Delivery (CUPS) is a pilot project designed to provide to citizens residing in rural areas or abroad the support needed to benefit from electronic public services through digital platforms. The CUPS Project was launched in 2020 in 17 localities and 5 consular offices of the Republic of Moldova. The project envisages the launch of at least 58 such unified centres, up to 80 centres in the country and abroad over the next years. Around 22 public services provided by the Public Services Agency and the National Social Security Agency will be tested through CUPS.
Another cross-sector e-governance product launched in 2020 in an extended and improved version is the Government Data Portal - a one-stop shop for public sector data. The portal aims at substantial diversification of data categories, broadening the spectrum of users, improving the way of accessing and working with data, diversifying the types of access to data held by public authorities, etc. The portal includes 3 basic modules and makes available in real time and in a transparent way data of different types held by public authorities, open datasets of ministries and central public administration institutions, published in computer readable formats. The portal can be accessed at www.date.gov.md.
The electronic services launched at the end of 2020 are new governance tools and are part of the e-Government Transformation agenda in the Republic of Moldova. Their implementation contributes to strengthening cooperation between state institutions, streamlining and increasing transparency in relations between citizens, the business community and public authorities.
