Progress of the e-Transformation Project

Governance e-Transformation (GeT) is a USD 20 million project, financed by the World Bank and implemented by the e-Government Center, in partnership with central public authorities. The project aims at Governance e-Transformation in Moldova by improving access to public services and increasing citizens’ participation in the decision-making process.
GeT project has two components:
1. Governance e-Transformation Enabling Environment (Training Programs, Development of Legal, Regulatory and Policy Frameworks);
2. E-Services for Citizens and Business, and Implementation of a Modern Technology Infrastructure for the Government (for details, please see the project document available at: http://web.worldbank.org/external/projects/main?pagePK=51351038&piPK=513...).
E-Services Portfolio for 2011 covers the launching of implementation of the Government Portal for Citizens and four e-services (online application for criminal records, online registration of employees with the National Health Insurance Company (NHIC); online application for license, online access to construction-related documents).
The eGovernment Center defined the process and criteria for identification and selection of priority public services to be digitized with the support of the World Bank. E-Transformation Coordinators, e-Transformation Coordinators’ Council and the National e-Transformation Committee are the key actors in identifying and selecting public e-Services. This mechanism is specified in the GeT project document and is used for identification and selection of e-Services Portfolio for 2012 and subsequently for the years 2013-2015.

March
March 30. The Government approved by the Government Decision the e-Transformation Coordinators’ Council for implementation of the GeT Project.
April
April 21. The first meeting with local and foreign companies in the field of Information and Communication Technology (ICT) was held to facilitate information and cooperation with the ICT sector in implementing the e-Governance Agenda. Such meetings are held on a monthly basis, every fourth Thursday of the month, between 17:00 and 19:00, in the Government’s conference room and are open to all the stakeholders.
April 29. Negotiations on the GeT Project Financing Agreement were finalized.
April – September. Development of the system of online payments for e-Services for the Government Portal “Government to Citizens” (e-Payment Gateway). Over this period, the technological concept of the system was developed and consulted with partners in the private sector, the banking sector, the National Bank and the public sector. The eGov Center, in partnership with the banking sector and 7 central public authorities, launched the pilot project of online payment system.
May – September. Authentication for accessing e-Services through mobile electronic identity (Mobile eID). Over this period, the project concept was developed and consulted with the private and public sectors, the National Bank, private banks, mobile operators, partners from Austria, Estonia, Belgium, European Union. The system is being implemented. Mobile operators are open to use this system in partnership with the public sector.
June
June 9. GeT project is approved by the Board of Directors of the World Bank.
June 27. The nominal composition of the e-Transformation Coordinators’ Council is approved.
June 30. The first meeting of the e-Transformation Coordinators’ Council is organized. The Council meets on a monthly basis, every third Thursday of the month.
June 30. The e-Government Center (EGC) presents the project components and procurement packages to all the private sector partners during the monthly meeting with the ICT private sector and e-Transformation Coordinators.
June 30. Identification of sector-specific e-services that will be launched on an annual basis is initiated during the first meeting of the e-Transformation Coordinators’ Council.
July
July 29. Moldovan Parliament ratified the GeT Project Financing Agreement.
September
September 2 - 14. E-Government Center and e-Transformation Coordinators evaluated and defined the draft list of e-Services for 2012.
September 16. E-Government Center launched the procurement for Moldova-Cloud, phase I. The shared infrastructure will be operational in May-June 2012. The Government, with the support of the GeT Project, will develop a shared modern technology infrastructure based on Cloud Computing technology. Thus, Moldova will be among the first countries in the world (along with the U.S., Australia, UK, etc.) that use cloud computing technology to streamline the government’s internal business processes.
September 28. Government e-Transformation Project came into force.
October
October 20. The e-Transformation Coordinators’ Council approved the draft list of e-Services and e-Registers for 2012.
