On April 1, the common platform for special water use authorization was launched. This platform represents a comprehensive information system designed to manage the whole process of obtaining the special water use environmental authorization. The new system aims to establish a unique electronic counter (one stop shop), exempting individuals and legal entities from the complicated and time-consuming procedures as well as from the need to appear before the competent institutions.

Currently, the procedure for obtaining the special water use environmental authorization is positively appreciated by the following public authorities:

• State Ecological Inspectorate (SEI);
• „Apele Moldovei" Agency (AMA);
• Agency for Geology and Mineral Resources (AGMR);
• National Center of Public Health (NCPH);
• Fisheries Service (FS);
• National Agency for Food Safety (NAFS);
• Civil Protection and Emergency Situations Service (SPESS).

This application aims at facilitating the implementation of the Water Law, entered into force in October 2013 as well as the government initiatives in water resource management. 

The common platform for special water use authorization represents the practical solution for optimizing the communication, both between institutions, as well as between institutions and citizens. Thus, 

• Before, a special water use authorization was issued in six months, now this term is reduced to 30 days;
• The procedure of submitting the application for the issuance of a such an authorization can be performed online, 24/24; the applicants no longer have to appear before the authorities involved in the process and observe their working hours;
• The beneficiary is given a “tracking” opportunity in order to know exactly at what stage of the examination his application is;
• The platform also provides for application, withdrawal and cancellation of the authorization.
• The authorization for the special use of water is issued by the State Environmental Inspectorate by means of its territorial subdivisions;
• The application may be submitted both through physical presence at the Territorial State Ecological Inspectorate one stop shop as well as online, by the instrumentality of the common platform for special water use authorization;

In case of submitting the application through the special water use authorization common platform, the applicant’s MPass authorization is necessary.

At the same time, the implementation of this system represents a giant leap in terms of making the process more transparent and  fighting against corruption and counterfeiting. Once issued, the authorizations will be entered into the Register of environmental authorizations for special use of water, available on autorizatiimediu.gov.md. Each special water use authorization will be assigned a QR Code, making possible to find the link corresponding to a particular authorization in the above-mentioned register.
