The MSign Service and the Interoperability Platform regulatory framework has been established

Today, within the context of the Strategic Program for Technological Modernization of Governance (e-Transformation) and all steps taken towards the development and implementation of electronic public services, the GD “On the e-Government Digital Signature (MSign) Service” and the GD “On the Interoperability Platform Piloting” were approved. These Governmental Decisions refer to the establishment of the two technical solutions as well as their operation and administration mode regulation.
The e-Government Digital Signature (MSign) Service represents an integrative, secure and flexible mechanism allowing users to apply and verify the digital signature authenticity, including while using the information systems and the electronic services.
The Government Decision comes to set up the e-Government Digital Signature (MSign) Service as a component part of the Government common technological platform and approve the Regulations on its operation and management, laying down common rules for all subjects using the MSign Service. At the same time, the GD regulates all aspects related to information security and personal data protection.
By framing the MSign Service into a set of rules, the communication between the 3 parts involved into the signature use process will be considerably facilitated: the users on the one hand and the mobile operators and providers of public services on the other hand.
The MSign Service will offer several signing tools – mobile signature, digital certificate and the electronic identity card.
Benefits brought by this service to citizens:
Thanks to the MSign Service citizens can remotely sign documents, reports, statements to institutions or online applications. The citizens will be able to electronically sign and send by email petitions addressed to central and local public authorities without having to appear before their offices. The business people will be able to use MSign to remotely sign agreements, thus saving company’s time and resources.
Some public services are already using the MSign Platform in signing purposes, among these are: e-Licensing, e-Civil Status, e-Apostille, e-Invoice, e-CNAS, e-CNAM, e-Income Statement.
The GD “On the Interoperability Platform Piloting” aims at improving inter-institutional communication between government, business environment and citizens, establishing the Interoperability Platform, as a technical solution facilitating exchange of data between public administration authorities, as well as public institutions and state enterprises holding state information resources. Also, the GD sets the period of Interoperability Platform piloting until December 2014. The pilot phase objectives consist in early identification and resolution of problems related to the connection of information systems belonging to public authorities to the Interoperability Platform and implementation of the Interoperability Framework on a small scale (9 public authorities will participate in the pilot phase).
Within the Interoperability Platform pilot phase will take part the following public administration authorities, public institutions and state enterprises, as providers and / or data consumers:
1) Ministry of Information Technology and Communication through SE “CRIS Registru”;
2) Ministry of Justice through the State Registration Chamber;
3) Agency for Land Relations and Cadastre through SE “Cadastru”;
4) Main State Tax Inspectorate through SE “FiscServInform”;
5) Customs Service through SE “VamServInform”;
6) National Social Insurance House;
7) Ministry of Agriculture and Food Industry through SE “Agricultural Information Centre”;
8) National Anti-Corruption Centre;
9) National Center for Personal Data Protection.
Note: Interoperability means the ability of systems and organizations to work together, exchange and reuse data. The Interoperability Platform is the technical solution that facilitates this exchange of data; hence, citizens will provide public authorities with personal data only once, while the public institutions will reuse these data as to deliver services.
