General News

Today, October 6, the Center for Electronic Governance, in partnership with the National Bank of Moldova and with the support from VISA, launches a campaign aimed at promoting cashless payments.

The efficiency’s greatest reward is the gain of time. The mentioned campaign supplements this bonus time with a tangible prize.

MPay and VISA – the couple rewarding you for efficiency

As of today, while paying the public services through the MPay and using the VISA card, the users receive a bonus of 25 MDL on their mobile phone account.

All users paying a minimum amount of 100 MDL may benefit from this offer. Within 24 hours after the transaction, the mobile phone account indicated by the beneficiary will be supplemented with 25 MDL.

This approach is aligned with the gradual migration national efforts, from using cash to electronic payments.

In the context of services’ digitization and some entire economy sectors’ reengineering, the electronic transactions replace the paper money, becoming part of the modern world. The current infrastructure of payments resulted in globally important prerequisites for the provision of a new quality payment services. In some countries, the share of non-cash retail transactions exceeds 70%.

Although the Republic of Moldova cannot boast of such great results, the cashless payments are still showing a positive trend. Thus, in the second quarter of 2014, the Moldovan cards’ portfolio has exceeded 1 million units (1.2 million cards), representing an increase of 10.5% as compared with the same period from the last year. One of the greatest difficulties faced by non-cash payments in Moldova remains the public perception on cards, which are predominantly seen as a way to withdraw cash from ATMs and not as payment instruments. Of the total card operations performed in the second quarter of 2014 (5.9 million), 4.8 million are cash withdrawals.

The launched campaign represents a new step towards educating and changing people's perception regarding cards and electronic payments.
