Moldova’s digital transformation performance helps strengthen partnerships and share experiences with other countries
The exchange of experience and good practices between institutions in the field of e-governance is one of the objectives of the e-Governance Agency (EGA) for strengthening and maintaining partnerships. Today, 25 October 2021, a delegation from the Republic of Uzbekistan visited the institution as part of experience sharing.
On this occasion, EGA experts shared the institutional experience of e-governance in the Republic of Moldova and presented the most important platforms created and implemented to facilitate access to electronic public services.
In her speech, Olga Tumuruc, EGA Director, spoke about the institution's priorities, mission, objectives, responsibilities, as well as future prospects. Olga Tumuruc also reiterated the openness to further strengthen the professional relations with the representatives from Uzbekistan, including through the exchange of information and experiences.
In turn, EGA’s Deputy Director, Vlad Manoil, gave an overview of e-governance in the Republic of Moldova, the legal framework, the procedure for standardization and modernization of public services provided by central and local institutions.
During the visit, the Uzbek delegation consisting of ten civil servants from different institutions was informed about the functioning of the following services, including through examples and exercises:
- The Data Exchange and Interoperability Platform (MConnect and date.gov.md), which was presented by Igor Arama, Head of the Data Exchange and Interoperability Department;
- Government e-payment service (MPay), presented by Ion Budeci, operations specialist;
- Citizen’s and Entrepreneur’s Portal (MCabinet), presented by Igor Bercu, Project Manager;
- Electronic Authorization Registry (MPower), Authentication and Access Control Service (MPass) and Government Electronic Signature Service (MSign), presented by Sergiu Sitnic, Product Manager;
- The Unified Centres for Public Service Delivery (CUPS) project, presented by Tatiana Sincovschi, Project Manager.
Participants showed a great interest and shared their experience in digitalization of public administration in Uzbekistan, while exchanging views and comparing experience with EGA experts on e-governance functionalities.
Moldova is currently recognized as a model state for its digital transformation performance. The platforms developed by e-Governance Agency gives access to 643 public services to citizens, of which 87 e-Services, provided by about 54 institutions. The most used platform is MPay, which currently covers 800 payment services, provided by about 100 service providers.
