MOLDOVAN CIZITENS WILL BE ABLE TO MAKE APPOINTMENTS WITH DOCTORS VIA INTERNET

The National Commission for e-Transformation, the supreme forum which coordinate the e-Government agenda and is chaired by the Prime Minister Vlad Filat, approved the list of services, registers and electronic archives to be implemented in 2012. The list contains four platform e-Services and seven sector e-Services. These include: making appointments with a doctor online, scheduling an appointment with the Prime Minister online, online visa application (e-Visa), electronic ordering of civil status documents, issuance of electronic invoices, etc.
“The state institutions should provide quality services, but their costs should also be taken into account. If an institution can provide remote services without the citizens traveling back and forth, then we need to make the things easier”, Vlad Filat, the Prime Minister of Moldova stated.
The services were selected based on the priority criteria for citizens, proposals from the central public authorities, as well as on the objectives of the Strategic Program for Technological Modernization of Governance and the list of priority e-services in the European Union.
e-Services will be financed from the funds of the World Bank’s Governance e-Transformation project, managed by the e-Government Center.
At the meeting of the National Commission for e-Transformation, the executive director of the e-Government Center, Stela Mocan, presented the achievements of implementation of e-Government Transformation project and projects financed from the Electonic Moldova fund.
Here is complete list of services, registers and electronic archives which are to be implemented in 2012.
Platform e-services:
1. On-line programming:
- System of e-appointment with doctors of Republican Center for Medical Diagnostics
- Programming to the Service of Civil Status
- Programming to the services provided by the Agency for Land Relations and Cadastre
- Scheduling an appointment with the Prime Minister, Ministers
2. System of documents and records management for CPA authorities
3. Issuance of acts, certificates and authorizations:
- Issuance of documents from real estate cadastre in digital format by integrating the existing service in the platform
- Online system for the notification/coordination of activities of IMPEX, MAIA
- Issuance of permissive documents required for launching the trade activity and providing the service based on the single window
- Automatization of the process of issuing authorizations for performing the works in the field of geodesy, cartography and geoinformatics
- Authentication and recognition of diplomas
- “Electronic certificate” (pilot stage). These certificates can be requested online by taxpayers (individuals and companies) for presentation upon request, and by public authorities within the organizational processes of licensing, company registration, public procurement.
- Tax electronic notification
- Online order of duplicates, excerpts, notifications of any type, civil status certificates and explanatory certificates by accessing the website of the civil status service
- Monitoring of issuance of environmental permits by the State Environmental Inspectorate, Ministry of Environment
- Online request of data and data certificates, Ministry of Environment
4. E-Reporting
- Business process reengineering reporting as well as optimization and extension of technological e-reporting platform
Platform e-services will be used by all central public administration authorities, and will be implemented as a priority during 2012-2015.

5. Hospital Integrated Health Information System
6. Automated Information System of First Aid
7. Online Admission Information System (kindergartens and universities).
