Moldovan authorities to be obliged to make electronic exchange of data to eliminate citizens' role of postmen in carrying documents

The law on exchange of data and inter-operability was passed by the Moldovan parliament in the second reading today. The document will regulate the electronic exchange of data, information resources and the procedure of providing access to the registers and databases of national importance for all public entities.  

The MConnect platform data exchange platform, implemented by the Electronic Governance Agency to this end, will facilitate the electronic exchange of data in real time between the public administration authorities, thus enhancing the efficiency and quality of the providing of public service, without asking for data from citizens and the business environment in form of certificates, reports, etc. the government’s communication and protocol department has reported.   

At the same time, this will allow creating the needed framework for the optimization, re-engineering, digitalizing the public services, as well as implementing the principle of single window.

Based on the applications on connection to the inter-operability platform, the participants in the data exchange will have simultaneous roles of provider and consumer of data.

The events related to the exchange of data are journalized in MLog. Thus, through MLog, competent persons will keep record and monitor the exchange of data, in order to ensure the proper regime of security, in line with the legislation on personal data protection and other special data regimes.

The inter-operability platform is fully functional in production regime and is used for the automated exchange of data between more public authorities and institutions. So far, about 100 projects on integration with the inter-operability platform have been already initiated, associated to 35 entities, which already successfully apply the method of electronic exchange of data in real time.  

This law, along with other documents of public policies in the field of developing the information society and e-government, including the action plan on the reform of modernization of public services for 2017-2021, obliges the public authorities to carry out the exchange of data electronically. It incorporates the best international practices for data exchange and has been developed with the support of UNDP Moldova.
