Moldova e-Governance Agency and Mastercard start strategic partnership

We are happy to announce the launch of the strategic partnership between Moldova e-Governance Agency and Mastercard, based on a Collaboration Agreement between the two entities signed in July 2020.
The key determinant of this partnership is our mutual desire to implement digital payment innovations in Moldova based on the principles of equality, transparency and mutuality, and collaborate to improve the quality and security of electronic payments on continuous basis.
The main objective of the partnership is to implement innovative electronic payments solutions in a range of public services delivery points and public transport, to increase, by common efforts, the e-payments’ security and uptake, to ultimately improve citizens’ journey of public services’ access and payment in Moldova.
The Partnership will mainly cover the following collaboration areas:
- Development of the infrastructure for acceptance of cashless payments in administrative public services centres
- Implementation of innovative payment solutions in the municipal public transport in Moldova
- Promoting and advocating for cashless payments and their advantages
- Improvement of the security of electronic transactions and adoption of internationally recognized payment standards
- Implementation of card payments for utilities via the Governmental payment gateway MPay

MPay is the Governmental Electronic Payments Gateway, an electronic platform service launched by Moldova e-Governance Agency in September 2013. MPay provides citizens – individuals and legal entities – with the possibility to pay for all categories of public services with any payment method and instruments available in the country: bank card payments, Internet banking, cash. Since MPay launch, there have been reported 17.6 mln transactions in amount of > 10 bn Moldovan Lei. More than 600 services – provided by 1500 public and private entities - are today payable via MPay, with a daily average of 7.2 thou transactions, and average daily transactions amount of 4.03 mln Moldovan Lei.
