The Action Plan for Open Government includes measures to increase the transparency in the governance process, active participation of citizens in decision making, efficient management of public resources and improvement of service quality.

By adopting the Action Plan for Open Government, the Government fulfills its commitments under the Open Government Partnership.  This Action Plan is adopted following the signing by the Government of the Declaration on Open Government on September 20, 2011, during the UN General Assembly.

Thus, the Government joins the global and the European Union efforts to extend the actions to promote transparency, fight corruption, increase access to quality information and services by applying technologies.

Promoting an open government is also an action aimed at achieving the objectives of the Strategic Program for Technological Modernization of Government, approved by Government Decision no. 710 of September 20, 2011.

The provisions of the Action Plan for Open Government include:

  • Compulsory use of www.particip.gov.md platform for consultations on draft legislation
  • Publication in the electronic format of information on foreign assistance
  • Launch of online petitions portal
  • Development of an IT system for online filing of income statements by public officials and decision makers
  • Use of social networks for a more efficient communication with the citizens
  • Publication of local regulatory documents on www.actelocale.md
  • Transparency in the judicial system
