Entrepreneurs can request on-line permissive acts through the single window for the issuance and management of permissive acts

Moldovan entrepreneurs starting from today can ask for 29 permissive acts out of those 150 online, through the single window for the issuance and management of permissive acts. The new digital solution, launched with the support of the World Bank, will facilitate the process of issuance of documents, both for entrepreneurs and for the issuing public authorities.   

The electronic single window is accessible on the portal www.servicii.gov.md, where entrepreneurs can submit the application online at any time during the day, from any computer or mobile phone. Also, applicants can sign documents electronically and pay taxes online for getting permissive acts.   

“One of the key objectives in the governance programme is providing of support for the development of the business environment by removing the constraints on its development and promoting necessary policies. In this context has been enrolled the reform on permissive laws. Automated Information System's goal is not only to bring services into a one-stop shop, but at the same time, facilitate the change processes”, said Prime Minister Pavel Filip. 

Anna Akhalkatsi, the World Bank country Manager for Moldova: "Economic growth of Moldova should be based on creating favourable conditions to the business environment development and improvement of the investment climate. The launch of one stop shop, besides, the simplification of the application procedures in obtaining permissive acts and reduction costs both for the state and operators, the system excludes the possible cases of corruption, such becoming a persuasive tool to attract foreign investors. "

Due to the integration of the Automated information system for issuing and management of Permissive Documents (SIAGEAP) with the governmental platform on interoperability (MConnect), carried out with the support of the e-Governance Agency, data exchange, in the purpose of the automated verification of data indicated by the operator, takes place in real time, without the need to present additional certificates.

E-Governance Agency has contributed, also to successful integration of SIAGEAP with government e-services platforms: MPass - to secure authentication and recipients authorization, MSign - electronic signature of documents generated by SIAGEAP; MPay - for electronic payment of fees required for the issue of lax laws, MLog - to ensure the logging of events produced in the system, as well as provind expertise to finalize the regulatory framework necessary for the proper functioning of the SIAGEAP.

The launch of the single window would enhance the efficiency and quickness in providing services to business and would generate annual savings of 60 million lei for the business environment. At the same time, the demanding of the acts online will minimize the contact with the civil servant, which will help combat corruption and reduce bureaucracy.
