ELECTRONIC REPORTING AT CNAM AND CNAS BECOMES FUNCTIONAL

The Government of the Republic of Moldova rolls out two electronic reporting systems at the National Health Insurance Company and the National Social Insurance House: e-CNAM and e-CNAS. These are accessible via a single public services portal: servicii.gov.md or directly through the Informational System "e-Raportare": www.raportare.md. Thus, economic agents will be able to sent reports to CNAM and CNAS via Internet, saving time and simplifying their submission procedure.

The electronic system e-CNAM offers a modern method of informational exchange. Its implementation allows replacing manual procedures with automatic ones in receiving and processing report forms. Putting the system into operation increases the quality of services offered by the National Health Insurance Company, by reducing the number of errors in forms and by increasing the quality and accuracy of information. With the help of e-CNAM service the economic agents can submit electronic forms 2-03 and 2-04 at any time and in any place where Internet access is available.

The e-CNAM service comes with a series of benefits for companies. It is about saving resources, avoiding contact with the public official and simplifying the process of forms submission.

Via the e-CNAS system, the employers from the Republic of Moldova can present in electronic format the Rev 5 declarations for their employees, simultaneously with the declarations on calculation and use of mandatory state social insurance contributions, 4-BASS form. The e-CNAS advantages are the following: eliminating the trips to Territorial Social Insurance Houses and saving the office window waiting time, detecting divergences between data from Rev 5 declarations and 4-BASS form, errors in employees’ personal data and excluding the need to print hardcopy documents.

The electronic reporting to CNAM and CNAS can be done both via means of cryptographic protection of information, provided by the Î.S. „Centrul de telecomunicaţii speciale” (CTS, Center for Special Telecommunications), as well as through the „Semnatura Mobilă” ("Mobile Signature").

In order to have the right to a digital signature via a cell phone, certificates issued by the Î.S. „Centrul de telecomunicaţii speciale” are being used, and the right to register users belongs to mobile telephony operators (Orange, Moldcell).

The e-CNAM, e-CNAS services are part of the reporting Platform, integrated into the M-Cloud system and hosted by the Î.S. „Centrul de telecomunicaţii speciale”.
