Electronic exchange of data is direct, quick and without any maze

About 100 representatives of Government, international organizations and public service providers have been discussing today, October 3 about the public entities’ obligation to make electronic data exchange to remove the role of postman of the citizens in the document’s transportation from one institution to another.
The Public dialog “Data exchange - a necessity has become a reality " was organized in the context of the promotion of the law on electronic data exchange and the commitments made by the Government through reform of public service modernization and Government digital transformation. Data exchange platform MConnect is implemented by the e-Governance Agency and facilitate the electronic exchange of data between public administration authorities in real time, by heightening the efficiency and quality of public service delivery without seeking input from citizens and businesses in the form of certificates, reports and others.
"I said no once, and today I will reiterate, that electronic data exchange and interoperability should be the first option for each public authority which provides services to citizens. Thus, we will make sure that citizens will obtain a public service they apply for only with the ID, and the public institutions won’t no longer issue permits, certificates, statements that needs another public institution of the State, instead of putting citizens in the role of the postman”, stressed out the Prime Minister Pavel Filip.
“Being a regional pioneer of Government e-transformation, Moldova has advanced and is becoming a champion in implementation of such interoperability platform as MConnect. The platform will allow the public agencies to “speak in the same language” and to collaborate for data exchange to the benefit of all Moldovan citizens. We should make the data run, not people”, mentioned Anna Akhalkatsi, the World Bank Country Manager for Moldova.
Ms. Dafina Gercheva, UN Resident Coordinator and UNDP Permanent Representative welcomed the real-time data exchange and the interoperability governmental platform, as this brings progress in several sectors covered by the Sustainable Development Objectives.
"The new legal framework on interoperability will help to ensure equality between citizens: the electronic data exchange between the public institutions will save ordinary people’s time and money, offering fast, easy and free of charge services being a true public support for low-income families and other disadvantaged groups ", said Dafina Gercheva.
MConnect interoperability platform follows the principles and requirements of the European Interoperability Framework (EIF) European interoperability instructions and tools for establishing upgraded public services. In this regard, Mr. Adrian Dusa, Deputy Head of Unit, Directorate-General for Informatics, European Commission and Mr. Frank Leyman Manager International Relations, Digital Transformation Office, Belgium, came with messages in support of the model implemented by the Republic of Moldova and presented the European Union Member States good practices in this field.
Interoperability platform is fully functional and successful ensure the electronic data exchange between authorities and public institutions. So far, about 119 projects of integration to the interoperability platform have already been initiated, associated to the 35 entities that already apply successfully the method of electronic data exchange in real-time.
