Representatives of the Electronic Government Center, e-Transformation coordinators and open data coordinators met to discuss eGovernment initiatives under the Action Plan 2015-2016 of the Government of the Republic of Moldova.

The Plan includes 130 eGovernment actions aimed at simplifying consumption of public services, optimizing expenses and working processes of authorities.

Interoperability

One of the findings of the meeting referred to the need to review the issuance and request of documents issued by government authorities so that citizens were relieved of the role of intermediaries between government authorities, when applying for a document. Therefore, in order to facilitate this process, public institutions shall communicate with each other by providing real-time data.

Currently, 15 public institutions are connected to the data exchange line, other 30 integration projects are implemented (RSUD, RSUT, RSC, RDA) and as well as 29 other projects are being connected.

Open data

Another issue discussed within the meeting was the acceleration of open data implementation. Following discussions with e-Transformation coordinators, it was found out that the number of data sets published on date.gov.md shall be increased, so that citizens benefit from a bigger amount of data sets online. The results of the Global Open Government Summit, which was attended by the Electronic Government Center team, were also discussed.

Participants to the meeting also held debates on taking advantage of implementation of the Open Contracting concept. It was found that Open Contracting will offer new opportunities for business environment, will combat corruption and improve quality of public services.
