EGA's information support to improve public services for the diaspora

The information campaign for the diaspora "e-Moldova - anywhere with you" started with a webinar dedicated to e-ambassadors, organized today, August 4, 2021, by the e-Governance Agency. The event took place online and brought together about 40 participants, employees of the Bureau for Diaspora Relations and diplomatic and consular missions of the Republic of Moldova, who joined the event from several countries around the world, including Japan, Switzerland, Sweden, Bulgaria, United Arab Emirates, the Russian Federation, China, France, etc., and showed their interest in e-governance innovations and the use and integration of these digital opportunities in the provision of services to the diaspora.

The webinar entitled "Electronic services to support the diaspora" opens a series of activities planned for August aimed at ensuring the digital literacy of citizens through consular offices and embassies and provides more information support in the field of e-governance. The beneficiaries of the campaign are Moldovans from the diaspora who will be informed, through familiarization with and popularization of digital public services that can be accessed from anywhere in the world.

This campaign has a common benefit: on the one hand, e-Governance Agency experts inform the employees of MFAEI and BRD about the new e-governance products and services, and on the other hand, participants can express their opinions and proposals for the development of new services, platforms and applications that would contribute to a higher efficiency and facilitation of embassy services, by sharing the experience of countries that are more advanced in the digitalization of public services.

"We will make every effort to continue the good cooperation with the Ministry of Foreign Affairs and European Integration in order to turn consulates into digital helpdesks for the diaspora. I think we will be able to vote electronically during the next elections. We need an adjusted legal framework and political will, as we are quite advanced from the technical point of view and we have everything we need to launch electronic voting", said Igor Bercu, e-Governance Expert and Electronic Product Manager.

Participants were introduced to a number of new features of electronic platforms and services and were provided with instructions on how to log in to the system using MPass, find data and information from state registries, navigate through the menu of pages featuring government services such as: the Government Electronic Signature Service MSign, the Electronic Authorization Registry MPower, the Government Electronic Payment Service MPay, the Public Services Portal (new version), the Citizens' and Entrepreneurs' Portal MCabinet and other e-governance platforms.

A special module was dedicated to the pilot project on Unified Centre for Public Service Delivery (CUPS) which, according to the concept, will be piloted this year in five consular offices and 17 rural localities in the country. CUPS is an initiative that is part of the reforms promoted for the modernization of public services and governance e-transformation.

At the end of the information session, the course participants received certificates confirming the title of e-ambassador of digital governance, electronically signed, and this is another step towards expanding the network of active promoters of digital transformation and thus quality, efficient and efficient public services for citizens.

 The information campaign for the diaspora continues with other events that are part of the Diaspora Days 2021, organized under the auspices of the Government of the Republic of Moldova.
