e-LICENSING – A NEW ELECTRONIC SERVICE WHICH IMPROVES INTERACTION BETWEEN GOVERNMENT AND BUSINESS

November 6th, 2012, CHISINAU. The Government launches a new electronic service for citizens and businesses, „e-Licensing”. The system is implemented by the e-Government Center in partnership with the Ministry of Economy and The Licensing Chamber. It is meant to improve the interaction between Government and Business and to make more efficient the work of The Licensing Chamber.

„e-Licensing” service provides a full range of specialized functions to optimize the submission and the review of license applications at the Licensing Chamber. The licenses may be requested electronically, so the economic agent doesn't need to go to Chisinau.

The authenticity of the information submitted by applicants or license holders will be verified through the electronic networks of the appropriate public authorities. They will be informed by email about the Licensing Chamber's decision.

“This example of electronic service needs to be also multiplied for other public services that state offers to the business environment. We need business to produce goods, to offer jobs for citizens and to pay taxes, and not to run around with various documents in the offices of public servants" said the Prime Minister Vlad Filat.

“It is significantly that e-Licensing is the first electronic service on a new base technology. We aim to improve the system of licensing, both at legislative and institutional level, mainly being one of our priorities. We have the responsibility of being first and we will take care that the project is successful, to be considered a model for other institutions”, said Valeriu Lazar, Deputy Prime Minister, Minister of Economy.

Stela Mocan, executive director of e-Government Center, mentioned that the process of obtaining a license has been simplified. „E-Licensing Service removes bureaucratic barriers to launch a business. Now the licensing access system is accessible and handy for everyone”.

Either you need to submit a license application, or to update/extend the license, the steps are very simple. The applicant will access servicii.gov.md interface, select the e-Licensing service, then choose from the menu the type of desired action: issue, updating/extension. After that, the applicant will select the appropriate activities or areas and confirm the license conditions. Once he completes the sections, the license applicant will load the required scanned documents and confirm the filled data. As soon as the Licensing Chamber examines the application, the applicant will be notified by email about the authority's decision. If the application is approved, the applicant may pay the license fees at any bank. Finally, he can go to the Chamber of Licensing in order to pick up the license or may receive it by mail.

e-Licensing service will be initially used for the licenses issued by the Licensing Chamber. The system can be further expanded for other institutions that issue licenses.

“e-Licensing service will move along the process when economic agents are obtaining the permissive documents issued by the Licensing Chamber, to a new level, a modern, operational, functional and efficient one”, stated Valentin Guznac, Director of Licensing Chamber of the Republic of Moldova.

e-Licensing service has been developed with the use of modern means of development, based on a multi-tier architecture. The system's graphical interface is easy to use and provides a wide range of advanced features, so users can perform operations with the greatest of ease.

The e-Licensing Public Service is the third one launched in 2012 by the Government.
