Digitalization through consultation and cooperation

As a priority for the current Government, digitalization will advance according to a well-defined plan, to be developed with the participation of experts, representatives of the associative sector, public institutions, private companies and development partners who are expected to come with proposals and recommendations.
The draft Government Action Plan for the years 2021-2022 in the field of Digital Transformation was discussed today, 3 September, during the first round of public consultations on this issue, organized at the proposal of the Government.
The Deputy Prime Minister for Digitalization, Iurie Turcanu, presented the strategic vision and the most important objectives defined in the plan, including: Modernization of public services by eliminating paper and visits to the authorities; Developing e-democracy and bridging the digital gap; Improving the act of governance; Optimizing administrative processes; Establishing a single mechanism for assistance and quality control of public services; Implementing the e-governance agenda at the local level; Increasing the accessibility of public services; Improving the related regulatory framework, etc.
"We will develop a strategic vision on digitalization. A digital strategy that will be the axis for joint efforts of state institutions, the private sector, development partners and civil society. We intend to achieve this goal in the nearest future. It is an imperative that cannot be postponed", said Iurie Turcanu.
The digitalization component also includes a number of medium-term priority actions on the implementation of policies for the diaspora in the field of e-governance, including modernization of public services provided through diplomatic missions and consular offices of the Republic of Moldova abroad, implementation of government’s delivery service (MDelivery), implementation of the unified solutions for making appointments for public services provided by diplomatic missions and consular offices. The actions included in the Plan are defined in accordance with the Government's priorities and in line with the Republic of Moldova-European Union Association Agreement.
The moderator of the event, Olga Tumuruc, Director of the e-Governance Agency, talked about the increased interest in this area of the public, and state and private institutions, as demonstrated by the large number of participants.
Referring in particular to the cooperation of the e-Governance Agency (EGA) with the representatives of some specific fields that are to undergo digital transformation, Olga Tumuruc said, “The digitalization of the work of notaries and bailiffs is a very sensitive topic for the society. We are going to have discussions with the Ministry of Justice in order to define a series of activities that will be included in the Government's Action Plan”.
The participants in the consultations expressed their views on a number of improvements and submitted proposals for the development of digital transformation, asked questions that will be systematized and subsequently transposed into a summary of the participants' proposals.
The Deputy Prime Minister appreciated most of the participants’ proposals as very relevant and useful in completing the discussed Plan and, together with EGA’s e-Governance experts, answered all questions from representatives of institutions, including the World Bank Group, CALM, ATIC, American Chamber of Commerce in Moldova, National Youth Council of Moldova, etc. The official thanked all participants for their interest and for the submitted proposals, noting that building a consistent agenda and ensuring a proper implementation is only possible by joint efforts.
The event took place online due to restrictions imposed by the authorities in order to comply with mandatory measures to prevent and control COVID-19 infection and is part of the series of actions organized in accordance with the Decision of the Prime Minister of Moldova No. 45 of 23 August 2021, which provides for public consultations on the draft Government Action Plan for 2021-2022 to be conducted between 3 and 10 September 2021.
The next public consultations on digital transformation will take place on 8 September this year. We will provide additional information on organizational issues through our public communication channels.
