Cyber security in the context of global digital economy and online payments

Today, October 28th, a new conference from the series of events framed into the cyber security month took place. The meeting entitled “Cyber security in the context of global digital economy and online payments” was organized at the initiative of the Center for Electronic Governance, in partnership with the National Bank of Moldova, the banking sector and several international financial institutions.
The event was meant to become a platform for exchanging of experience and sharing of the latest results and observations in the field of electronic services and online payment instruments’ security.
Thus, representatives of NBM, MIA and special guests such as Zhan Jovanovski (Visa CEMEA) and Eugen Balezin from MasterCArd WorldWide presented policies as regards to supervision of payment instruments and remote banking servicing systems and made a comparison between the specialized market of Moldova and the international practices in the field.
The electronic services and their security framework represented a separate discussion topic within the context of all services provided by the Moldovan Government digitalization until 2020.
Application, Communication, Platform – are the 3 levels of technical security responding to public services’ security
The number of cyber attacks increases every year and, according to the latest statistics, one of the most threatened segment is the public sector, followed by the financial and banking institutions. Irrespective of the service or area targeted by the attackers, the ultimate goal is to steal information from databases. In this situation, it becomes imperative, on one side, to comply with all cyber security requirements and, on the other side, to test and analyze potential scenarios of cyber attacks on a continuous basis.
The technical aspects reflect only 30% of the components that define cyber security
At this moment, one of the key issues faced by majority of organizations is the lack of internal expertise – qualified individuals able to perform cyber security testing and think just like a “hacker”. At the same time, the erroneous perception according to which the information security refers strictly to technical issues still persists. In fact, the security includes a set of complex legal, organizational and technical measures, and should be treated as such.
