Chisinau, October 5, 2015. E-Government Center (CGE) celebrates 5 years of activity. During these five years, an IT tools based governance infrastructure was developed in Moldova and a change driven by progress, connection and information security was launched through the Strategic Program for Technological Modernization of Governance (e-Transformation Agenda).

During the 5 years of e-Transformation, 7 governmental platforms have been launched in Moldova, and 105 public services, all together with a number of other related tools, such as Mobile Digital Signature, have been digitized.

Some public services are accessed online almost entirely. Thus, for instance, in August 2015, 99% of criminal records were requested online, 94% of reports were submitted online. Up till now over 17,000 people have applied for the issue, update and extension of licenses of activity, of which 97% were requested online. More and more citizens choose to sign using the Mobile Digital Signature (MDS), thus recording a total of approx. 42,000 MDS users.

As for the electronic payments, the latest data shows a growing adoption rate due to connection of several eServices to the MPay system. These services include eCazier, eApostila, fee for the kindergarden, Police fine , eCadastre, eLicensing, payment of the income tax etc. Thus, over one million transactions were operated through MPay (governmental electronic payment service).

The event dedicated to the 5 years of EGC was honored by the presence of the Prime Minister Valeriu Streleţ, Alex Kremer, Country Director of World Bank for Moldova, Europe and Central Asia, Serghei Palihovici, Secretary General of the State Chancellery, Sandra Sargent, Senior Operations Officer of World Bank ICT Unit (TWICT) and Victor Guzun, former Ambassador of Moldova to Estonia.

"e-Government is one of the few areas aligned to the standards of the European agenda, where we have no backlogs. According to the government of Moldova , eGovernment is a key tool to modernize the public sector. Therefore, we will continue to provide the necessary support for developing and using innovations, increasing their efficiency and quality. Certainly,  citizens of Moldova require digital skills in order to have new opportunities. Everyone should have the opportunity to take benefits of high-quality online public services. An efficient government is an open to citizens government," said Valeriu Streleţ, Prime Minister of Moldova.

The e-Transformation process provides a transparent, comfortable, and efficient in the context of  cost and time  environment for interaction between the citizen and the state. I affirm with full confidence and responsibility that eGovernment is the business card of Moldova, as there are electronic public services and related tools that are available only in few countries, such as, for example, the Mobile Digital Signature, e-Factura, and others. The results that  we have today were achieved due to the support of our partners in the public and private sectors, as well as the development partners from abroad. At the same time, I urge all state institutions from Moldova to take a step forward towards increasing the efficiency and modernization of services provided to citizens and thus make use of the tools and platforms already created by the eGC. Change starts with all of us, so let us prove that we are working for the benefit of our citizens," said Iurie Turcan, Executive Director of the E-Government Center.

„The results achieved by EGC during 5 years of activity are really impressive. However, statistics show that only 46% of the Moldovan state institutions use electronic services. In order for the infrastructure developed by the eGC to be effective, all state institutions in Moldova should join the e- governance transformation agenda. The World Bank will continue to support the e-governance transformation in Moldova." said Alex Kremer, the World Bank’s Country Director for Moldova, Europe and Central Asia.

Beneficiaries of electronic public services are citizens of Moldova (Government to citizen - G2C), the business environment (G2B) and the governmental institutions (G2G). Furthermore, the infrastructure created by the eGovernment Center - Cloud Computing (MCloud/G-Cloud), the online payment systems (MPay), the e-Registers and e-Permits platform (PGRAP), MSign, MPass – are all made available to the public institutions in order for them to be able, in turn, to provide sectoral e-services more quickly and at a lower cost. The e-Government Center is a public institution founded at the initiative of the Prime Minister in August 2010. The center is subordinated to the State Chancellery and aims to provide the technological modernization of the Government by 2020, with the primary goal of developing the capacity of usage digital technologies among the public institutions, the business environment and citizens. The e-governance transformation projects are financed by the World Bank and the Government of the Republic of Moldova.
