Central public authorities’ training on the "e-Invoice" automated system

According to the Government Decision No. 294 as of March 17, 1998 (Point 3 paragraph introduced by GD No. 461 as of June 6, 2014, MO160-166/20.06.14 art.493), starting from September 1, 2014, ministries, other central administrative authorities subordinated to the Government and organizational structures within their sphere of jurisdiction (subordinated administrative authorities, public institutions and state enterprises in which the ministry or any other central administrative authority has the status of founder), as well as autonomous public institutions which according to the current legislation, are obliged to keep accounting records, will issue, on a compulsory basis, electronic  bills and invoices exclusively  through the  „e-Invoice” automated system.

For the purpose of implementing this Decision, the Prime Minister Iurie Leanca has issued the Order No.0105-175 as of July 21, 2014. According to its provisions, during the whole month of August, the State Main Fiscal Inspectorate will organize a training program on using the "e-Invoice" information system for the representatives of the central public authorities and of institutions subordinated to them. Also, the State Main Fiscal Inspectorate (hereinafter referred to as the SMFI) will ensure connection of the authorities to the "e-Invoice" automated system until September 1, 2014, as scheduled in advance, at the SMFI call center phone number, 822-222.

The "e-Invoice" has been launched in Moldova on February 11, 2014 and represents an information solution intended for the electronic issue and dispatch of bills and invoices.

The electronic invoice has the same legal value and is as safe as the one on paper. Moreover, the system provides safety of data accuracy and reduces the risk of invoices counterfeiting. The e-Invoice increases the time of conveying such documents from the supplier to the buyer, reduces corruption and counterfeiting or loss of the issued invoices.
