Annual National Survey 2013: the governmental institutions’ web pages are increasingly accessed

The Center for Electronic Governance has recently published the results of the annual national survey “Perception, assimilation and support by the population of the e-government transformation in Moldova”.
The results show that 22% of the respondents had accessed at least once a governmental institution web page (site) in 2013 (by 6% more than in 2012).
The RM Government website, www.gov.md, during the last 12 months, was accessed at least once by approximately 15% of the respondents, with 5% more than in 2012. Of these nearly 16% accessed the respective page for 10 times and more.
The share of people who have accessed the information and consultation web pages and the Open Data portal (date.gov.md, particip.gov.md, ednc.gov.md, actelocale.md, lexjustice.md) varies between 9% and 37%.
The number of respondents who have accessed at least once a Central Public Authorities’ website increased by 6% compared with 2012. The most visited website in 2013 was that of the Ministry of Education (more than 40% of respondents), this being followed by the web pages belonging to the State Hydrometeorological Service (approximately 29%), Ministry of Internal Affairs (19.4%), "Posta Moldovei" State Enterprise, Ministry of Justice, Ministry of Health, National Social Insurance House, Main State Tax Inspectorate, National Bureau of Statistics.

In the last 12 months, 30% of the respondents (by 4% more than in 2012) sought public services. 85% of them obtained the required services in offline mode, appearing at the public institutions’ headquarters for each stage, 11% - in combined regime (submitting the application or the request via the Internet, using a computer or a mobile phone, subsequently appearing at the public institutions’ headquarters to complete the service obtaining procedure), while 4% benefited from the requested service fully in online mode.
According to the study data, the level of e-services’ accessing by population increased by 2% as compared with the previous year, when it reached 7%.
While accessing online services, about 97%, used a computer and other 3% a mobile phone.
The percentage of respondents who rated with marks from 3 to 6 (from moderately satisfied to completely satisfied) the satisfaction level with the quality of electronic public services is 64%, the share of those who appreciated the satisfaction level with marks 5 and 6 being of 43%. The level of satisfaction with the electronic public services’ quality in 2013 was appreciated by an average mark of 4.4 out of 6.

The research is quantitative and the data were collected on a representative sample (3021 persons aged 18 years and older), it included localities from all districts of the country and was conducted with the involvement of CBS-AXA between November and December 2013.
