SIGEDIA
The pilot-project Management System of Documents and Authorities Registrations APC (SIGEDIA) is part of the Action Plan for the initiative implementation “Paperless Government”. The project is the result of the State Chancellery public policy proposal from 2011. The purpose of this initiative was to identify and implement an effective and efficient documents circulation system throughout the Government, that would simplify and, in the same time, accelerate the decision making process. Following the analysis carried out, a document management information system was chosen.
Through SIGEDIA, the electronic circulation of the documents inside the Government is much more reliable, the system replacing the huge amount of paper that was being used in the executive with electronic documents. The electronic documents used by the ministries have the same juridical power as the ones on paper. Another provision of this project requires clerks to use professional email addresses (gov), so that the use of multiple public communication platforms would be eliminated.
The pilot project, coordinated by the State Chancellery, was first implemented in the following institutions: Ministry of Agriculture and Food Industry, Ministry of Economy, Ministry of Finance, Ministry of Justice and Ministry of Labor and Social and Family Protection. The “Paperless Government” initiative will also be extended to other public authorities, so that by the beginning of 2014 the offices of hundreds of public officials working in ministries, agencies and departments will be paper free.
