From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17.
A key area of the project is re-engineering and digitization of e-services for citizens and businesses that will be delivered via a unified G2C/G2B portal and so-called USPCs (Universal service provision centers). The list of the e-services included in the current assignment was identified and prioritized together with World Bank project team and State Chancellery taking into account selection criteria like impact, complexity, cost, implementation time and in demand by the Moldovan citizen and businesses.
The Development Objective of the grant is to assist the Government of the Republic of Moldova to ensure high quality and timely preparation of the project, which would address government challenges in enhancing public services delivery. The model will also help to demonstrate the value delivered by the sectorial, shared and platform services relative to the status quo operational costs of government ICT and costs savings resulting from their implementation in the Government.
The Consultant shall undertake the following tasks:
a) Based on the feasibility study prepared and Public Sector Management Consultant input, elaborate Costing of the Action Plan for Public Services Modernization Reform for 2017-2021 with specific focus on the activities to be included into the World Bank project on Modernization of Government Services, including (i) action plan for improved citizen access at the local level to central government services portal; (ii) action plan for staffing reviews and strategic re-staffing (ii) capacity building and training plan.
b) Elaborate an economic analysis for public services modernization reform 2017-2021.
c) Advise on the least-cost solutions for e-services.
d) Give recommendations on rationalizing the list of central government services
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
· University degree in areas such as economics, financial management, business administration, computer science or related fields.
· Extensive knowledge of the Moldovan Government set up, development projects or public policies and private sector
· Demonstrated experience with financial modeling and cost recovery models for medium to large ICT environments in government sector.
· Work experience with Risk Management Frameworks/Matrixes elaboration, validation and implementation is desirable.
· Strong demonstrated analytical and research studies reports writing skills
· Familiarity with Public Administration Reform, e-Government and E-Transformation agenda would be an asset Experience with World Bank, IMF, UNO and other donors financed projects is desirable.
· Computer proficiency (Windows, MS Office, Internet Explorer).
· Ability to effectively communicate and write in Romanian. English and Russian is desirable;
Time Frame: This is a full-time assignment expected to commence in September, 2016. The contract will be signed for a period of 7 months with a probation period of three months, during which the contract can be terminated.
