From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17.
In order to facilitate preparation activities for an effective project implementation, a grant has been made available to Government of Moldova to support, among other things, consultations and technical design for public services modernization reform, including preparation of bidding documents for e‑services component of the project under preparation.
Another key area of the project is re-engineering and digitization of e-services for citizens and businesses that will be delivered via a unified G2C/G2B portal and so-called USPCs (Universal service provision centers). The list of the e-services included in the current assignment was identified and prioritized together with World Bank project team and State Chancellery taking into account selection criteria like impact, complexity, cost, implementation time and in demand by the Moldovan citizen and businesses.
For this purpose, the e-Government Center of Moldova is hiring three individual consultants to prepare technical specifications to serve as support for development of bidding documents for e‑Services and e‑Registries procurement.
The consultants will develop Technical Specifications for the following components, specifically:
1. Digitization of front offices for public service delivery. The end product for this component will be a freely available web resource allowing citizens and businesses the possibility to submit online requests for public services (that are otherwise only available offline), digitally sign the requests, pay any associated fees, if appropriate and monitor status of their request for a number of 15 public services;
2. Digitization of three registries based on ECMP platform. ECMP is a fast development platform that allows for short time-to-market e-registries development. ECMP is based on enterprise-level products that make development and maintenance of such registries more convenient;
3. Development of MNotify, a shared and secure notification service for the Government public services. MNotify will leverage existing e-Government platforms in order to provide citizens and business with proper feedback from the service providers using their preferred communication channels (email, SMS, social networks etc.);
4. Development of Authorization registry in order to facilitate reengineering and development of public e‑services. The Authorization registry will make it possible for private individuals to act on behalf legal entities without physically going to service providers’ offices.
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
· University degree in areas such as economics, business administration, public administration, computer sciences, engineering or telecommunications or related;
· Minimum 7 years of experience in IT area;
· Familiarity with Republic of Moldova’s e-Government architecture and platforms;
· Excellent understanding of web technologies;
· Excellent understanding the database development and programming;
· Excellent understanding of system design process;
· Familiarity with the regulatory framework in ICT field;
· Proven track record of business analysis and writing technical specifications in similar assignments (min. 3 years);
· Experience with donor funded programs/projects and World Bank procurement procedures and standard bidding documents would be an asset;
· Ability to effectively communicate and write in Romanian and English;
Time Frame: This is a part-time assignment expected to commence in September, 2016. The contract will be signed for a period of 5 months.
