Assignment Title: Training of public servants and IT specialists in Information security, IT project management, IT management and efficient communication
Reference No.: 1.1.2/training
The Republic of Moldova has received a credit from the International Development Association (IDA), toward the cost of the Governance e-Transformation Project, and intends to apply part of the proceeds for consulting services.
The main objective of the consulting services (“the Services”) is to deliver organized trainings in selected areas with the purpose to develop capability of public servants and IT specialists for the efficient implementation of e-Governance in the Central Public Administration of the Republic of Moldova.
The following areas are to be part of the training portfolio:
1.Information Security
2.IT Project Management
3.IT Management (ITIL, COBIT, etc.)
4.Effective communication
The State Chancellery now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are:
•At least 5 years of international professional experience in the areas of information security, IT project management, IT management, efficient business communication;
•Proven ability and demonstrated successful experience in developing tailor-made training programmes meeting client needs - at least 5 years;
•Proven ability in conducting training activities, coaching in the areas of information security, IT project management, IT management, efficient business communication in the governmental sector.
•Experience in working with international organizations (successful experience with World Bank and UN agencies would be an asset);
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
