The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.  

The State Chancellery invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.

The primary objective of the assignment is to support the activities of the eGC at the State Chancellery to ensure timely delivery of the selected sectorial e-services and development of a pipeline of other sectorial e-services to be implemented in the next two years to be defined in cooperation with ministries, citizens and decided by National e-Transformation Commission.

Minimum qualification requirements:

-University degree in areas such as economics, computer sciences, engineering or telecommunications or related;

-At least 3 years in project management in public or private sectors;

-Strong IT project management skills;

-Familiarity with enterprise architecture, cloud computing and SOA concepts

-Demonstrated work experience in implementation of e-services would be an asset

-Extensive knowledge of e-Government agenda would be an asset

-Experience with World Bank and other donors financed projects 

-Ability to effectively communicate and write in English and Romanian. Communication in Russian is an advantage.

This is a full-time assignment expected to commence in February 2014. The contract will be signed for a period of 12 months with a probation period of three months, during which the contract can be terminated. The contract could be extended beyond the original term subject to the consultant’s satisfactory performance and same fee rates.
