The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.  

In order to respond to the set up objectives of the e-Transformation agenda in regard of public information transparency, public data availability and accessibility, an Individual Consultant will be hired to work closely with the e-Government Centre to transfer the content of the official egov.md webpage on the Drupal platform as well as build a Drupal module for citizens to submit and views status of submitted petitions to Central Public Authorities.

The State Chancellery invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.

Minimum qualification requirements:

-University degree in computer sciences or related fields; 

-Demonstrated work experience in developing Web Services (SOAP and/or REST);

-Demonstrated work experience in developing Drupal modules, including user interfaces;

-Advanced knowledge in .PHP Technology; 

-Demonstrated experience with developing websites using Drupal;

-Excellent knowledge of Software Development processes;

-Work experience with public sectors would be an asset;

This is a part-time (lump-sum) assignment expected to commence in June 2014. The contract will be signed for a period of 6 months (with a LOE of 55 days). The contract could be extended beyond the original term subject to the consultant’s satisfactory performance and same fee rate.
