for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The Government seeks to engage a Product Platform Consultant to support the e-Government Center at the State Chancellery (SC) in coordination of the technical enhancement, review and reengineering of the G2C portal, as well as conceptualizing its strategic development.
The State Chancellery invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
Minimum qualification requirements:
-Bachelor’s degree in information technology, economics, public policy, public administration or equivalent.
-Minimum of two years relevant experience within the public or private sector, projects or international institutions (World Bank, IMF, UNO);
-Knowledge of HTML and experience with popular content management systems
-Knowledge of the e-Government and Open Government agendas would be an asset;
-Project/Product/Account Management experience highly desirable;
-Proven experience in management of multiple projects in a fast-paced, deadline-driven environment;
-Experience in managing content and production for high traffic websites.
-Ability to effectively communicate and write in Romania, English and Russian.
-Computer proficiency (Windows, MS Office, web browsers) and web portal design programs.
This is a full-time assignment expected to commence on August 1st, 2014. The contract will be signed for a period of 12 months with a probation period of three months, during which the contract can be terminated. The contract could be considered for extension subject to the consultant's satisfactory performance and unchanged fee rate.
