Assignment Title: Consulting Services to Develop Policy Impact Assessment and Action Plan to implement Moldova ICT Competitiveness Strategy

The Republic of Moldova has received a credit from the International Development Association (IDA), toward the cost of the Governance e-Transformation Project, and intends to apply part of the proceeds for consulting services to Develop Policy Impact Assessment and Action Plan to implement Moldova ICT Competitiveness Strategy.
In the context of the implementation of Governance e-Transformation Project, an ICT Competitiveness Strategy was developed. The strategy outlines in broad lines government agenda in terms of policies and selected intervention areas aiming at increasing the productivity and competitiveness of the ICT industry.
The objective of the consulting services (“the Services”) is the design of a complete program to implement and achieve the objectives of the ICT Competitiveness Strategy. Outputs shall be prepared at the level of detail and quality required for the Government to approach development partners and donors with the intention of seeking their support to implement the program.
The State Chancellery now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are:
•Experience in the past three years on at least one similar project, i.e. program development and design, strategy development and analysis;
•Professional experience in policy impact assessment and cost benefit analysis applied for policy making;
•Professional experience in institutional design;
•Demonstrated experience in policy advice for ICT and smart regulations applied to ICT sector;
•In depth knowledge of the ICT value chains
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
