The special water use authorization
The special water use authorization shall be issued for the following types of use:
- water collection and water supply for human consumption;
- capture and use of water for technical and industrial purposes, including for food processing and agro-industry;
- capture and use of water for irrigation purposes;
- waste water discharge;
- water damming for the purpose of generating hydroelectric power;
- use of water for aquaculture and fisheries.
To simplify the procedure for obtaining this public service, the Ministry of Environment in partnership with EGC, launched the common platform for special water use authorization www.autorizatiimediu.gov.md.
The new system aims to establish a unique electronic counter (one stop shop), exempting individuals and legal entities from the complicated and time-consuming procedures as well as from the need to appear before the competent institutions.
Thus,
- Before, a special water use authorization was issued in six months, now this term is reduced to 30 days;
- The procedure of submitting the application for the issuance of a such an authorization can be performed online, 24/24; the applicants no longer have to appear before the authorities involved in the process and observe their working hours;
- The beneficiary is given a “tracking” opportunity in order to know exactly at what stage of the examination his application is;
- The platform also provides for application, withdrawal and cancellation of the authorization;
- The authorization for the special use of water is issued by the State Environmental Inspectorate by means of its territorial subdivisions;
- The application may be submitted both through physical presence at the Territorial State Ecological Inspectorate one stop shop as well as online, by the instrumentality of the common platform for special water use authorization.

In order to subbmit online for the application for the special water use authorization is needed to be logged in through MPass and own an Electronic or Mobile Signature. If the applicant has no Electronic Signature, it can be requiested form CTS or one of the mobile phone operators.
Accessing public e-Services can increase transparency of the governance by reducing corruption and ending the bureaucracy of the system.
