100 Most Influential People in Digital Government 2019 [7] was selected based on a number of factors, such as: the power and potential to affect change at a national or international level, including by virtue of their position or mandate, past achievements in the digital government arena, including research and activity which might have progressed awareness and knowledge about digital government, national and international perception of the nominee’s influence or potential to influence digital government, significant speaking engagements as an indicator of profile in the field etc.

The list was created from 500 nominations from national governments, universities such as Oxford and Harvard, and international organizations including the UN, OECD, Public Digital and the IADB.

Iurie Turcanu joined eGA since the organization had been established (2011), at that time the Electronic Government Center, being responsible for the developemnt of Government's centralized digital platforms. The main projects carried out under his leadership are: joint governmental technological platform (MCloud), governmental service for electronic payments (MPay), governmental platform for data exchange (MConnect), development of digital identity infrastructure, including mobile ID.
