The State Chancellery is seeking: LOCAL CONSULTANT (PIU staff) for Moldova Governance e-Transformation Project [3]

The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-transformation of Moldova.  The Governance e-Transformation project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.  The project is aimed to benefit all users of Government services in Moldova. It has two main components, specifically: (1) e-Leadership Capacity and Enabling Environment; and (2) Shared infrastructure and e-Services.

The objective of this activity is to assist the Procurement Specialist in procurement issues to ensure timely implementation of the Moldova Governance e-Transformation Project (IDA loan) and compliance with the Financing Agreement, World Bank Procurement Guidelines and the Moldovan legislation.

Procurement Assistant

Main responsibilities:

•Ensure travel arrangements for the eGC staff while travelling outside the country (reservations of tickets, accommodation, visa facilitation and other logistical arrangements), participate in the budgeting exercise for every activity.

•Assist the Procurement Specialist in carrying out procurement activities for the Project in accordance with the World Bank procurement rules.

•Assist the Procurement Specialist in drafting bidding documents in accordance with the standard World Bank templates;

•In close cooperation with the Procurement Specialist, prepare and issue advertisements mandated by the procurement procedures;

•Assist the Procurement Specialist in responding to requests for clarifications, issuing and amending bidding documents when found necessary;

•Arrange for and properly record the proceedings of the pre-bid meetings;

•Arrange for and properly record the proceedings of public bid openings, prepare and submit minutes of openings to the World Bank;

•In cooperation with the Procurement Specialist, prepare evaluation reports in the format required by the World Bank;

•Assist the Procurement Specialist in arranging contract negotiations and record the agreements reached;

•Provide assistance in preparing announcements on contract awards and information for the winners of the bids (legal entities or individual consultants);

•Maintain project’s procurement documentation files;

•Provide support in preparation of procurement reports to be submitted to the World Bank;

•Provide inputs for the Project progress reports;

•In cooperation with other staff accredited to the Project, assure proper maintenance of office equipment assigned to the Project.

Qualification requirements:

•University degree in areas such as management, economics, finance, law, foreign languages or other related field.

•Minimum two years of relevant experience within the private/public sector, projects or international institutions (World Bank, IMF, UNO).

•Knowledge of Bank Procurement Policies and Procedures is desirable;

•Excellent knowledge of the Romanian / English / Russian languages (spoken and written).

•Strong organizational and managerial skills.

•Skills to communicate, edit and present reports and statements.

•Computer proficiency (Windows, MS Office, Internet Explorer).

Time Frame: This is a full time assignment expected to commence in July 2013. The contract will be signed until the end of December 2013 with a probation period of three months, and could be extended beyond the original term subject to the consultant’s satisfactory performance.
