The State Chancellery is seeking: LOCAL CONSULTANTS for Moldova Governance e-Transformation Project [3]
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova.The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
Two Individual consultants with experience in developing legal drafts will be hired to assist the eGC at the State Chancellery in the development and implementation of enabling legal framework for Governance e-Transformation, as provided in the Governance e-Transformation Project - Policy and Legal Environment. Specifically the Legal Consultants will provide assistance to eGC and its partners in drafting legal and policy framework as provided in the Strategic Program for Governance e-Transformation approved on September 20th, 2011 and specific tasks provided in the Action Plan for the Paperless Government approved by Government Decision nr.97 on December 22, 2012 and the Government Action Plan for 2013 for the implementation of the Strategic Program for Governance e-Transformation approved by Government Decision nr.972 on December 21, 2012. Starting with January 1, 2014, all 26 ministries and government agencies should use the Electronic Document Management System, which is now being piloted in 11 ministries.
The Legal Consultants will undertake the following tasks:
• Work closely with the eGC team and his Partners to develop drafts of legal and policy acts which should ensure submission and circulation of documents and information priority in electronic form (on-line) - excluding paper stamp, paper document format, etc. - as legal mandatory elements.
• Work closely with the eGC team to develop legal mechanisms to support and enable effective use of ICT in public sector and achieve the goals of the Strategic program for Governance e-Transformation.
• Participate in the meetings with private and public sectors in the process of development and consultations of draft legal and policy acts related to Governance e-Transformation Agenda (circulation of documents and information priority in electronic form (on-line).
• Undertake other tasks as requested by the supervisor, related to meeting the eGC objectives and directly linked to the activities under the GeT project.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements:
- University degree in law.
- Familiarity with e-governance and e-government legal framework including the international and EU best practices.
- Excellent team work, communication, management and leadership skills.
- Demonstrated work experience over 5 years in legal area, including implementation of similar projects and legal drafting.
- Ability to effectively communicate and write in Romanian (required), English and Russian languages (advantage).
This is a part-time assignment expected to commence in September 2013. The contract will be signed for a period of 6 months (with a LOE of 50 days). The contract could be extended beyond the original term subject to the consultant’s satisfactory performance and same fee rate.
