[6]JANUARY 10, 2013. CHISINAU – Government launches the first electronic service in 2013, e-NORMATIVE DOCUMENTS IN CONSTRUCTION - www.ednc.gov.md [7]. The platform is implemented by the Electronic Government Center in partnership with the Ministry of Regional Development and Construction. The new electronic service simplifies the access to documents in construction.

„“We want to give people modern, less bureaucratic conditions. We want to be competitive and open to citizens and new technologies help us achieve this goal.” , declared the Minister of Regional Development and Construction, Marcel Raducan.

According to the director of the Electronic Government Center (EGC), Stela Mocan,“The access to qualitative public services increases. Technology simplifies the interaction between citizens and authorities. By 2020 the Government aims to digitize all public services provided to citizens”.

Iurie Socol, the head of the Department of technical and economic regulation within the Ministry of Regional Development and Construction explained why was it necessary to launch the e-Normative Documents in Construction: “During their activity, the construction companies and local public authorities [9]must have access to normative documents in construction so that the developed or approved projects do not conflict with the legal framework and with the safety rules in this field, especially since our country is [9] [10]positioned in a high-risk seismic and landslides area. [9]In this respect, the need for public access database of normative documents in construction is obvious and has to be continuously updated. The platform ensures transparency in the construction regulation field in the Republic of Moldova”.

The new system offers a number of benefits: database searching is greatly simplified, the citizens have access to online discussions and public debates about standards in construction and they can access copyrighted documents in electronic or traditional format.
