
Approved by the Government! The MConnect Interoperability Platform will facilitate the electronic exchange of data between public authorities [3]
Today, January 24, 2018, the Government approved the draft law on data exchange and interoperability. The purpose of the draft law is to establish the regulatory framework for the use of the MConnect Interoperability Platform, which will regulate the data exchange, information resources and the procedure for granting access to national registers and databases for all public entities.
At present, data exchanges are made in a chaotic, unordered form, being created based on relationships established ad hoc. The interoperability platform will facilitate the electronic exchange of data in real time between public administration authorities, increasing the efficiency and the quality of public service delivery without requiring data from citizens and businesses in the form of certificates, reports, etc.
In order to evaluate citizens' perception of the necessity and usefulness of MConnect, as well as the degree of openness to the platform of public authorities, the e-Government Center, with the support of UNDP, conducted a survey. It has demonstrated that the re-use of data that has already been recorded in the public authorities’ information systems will increase the accessibility, efficiency and quality of public services delivery.
According to the Research Report, carried out in March 2017 by CBS-AXA, 81.1% of respondents believe that it will increase the citizen comfort, who will no longer have to address many public institutions and incur costs to gather the necessary documents.
The MConnect platform has been successfully tested to provide data exchange between several institutions at the same time. So far, 65 integration projects have already been initiated with the interoperability platform, associated with 27 entities that already successfully apply the electronic data exchange method.
The Draft Law on Data Exchange and Interoperability was drafted by the State Chancellery and the e-Government Center, with the support of the United Nations Development Program (UNDP).
