The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector. 

Four (4) individual consultants will be hired to develop Technical Specifications for the selected e Services that will be part of the Bidding Documents, which will be provided to local and international firms for drafting technical and financial offers.

Main activities:

The assignment includes but is not limited to reviewing Moldova ICT-related laws, policies, and procedures, interviewing e-service beneficiaries, reviewing international best practices and elaborate detailed Technical Specifications that will be incorporated in the Bidding Documents according to World Bank procedures (ICB for Information Systems).

For all key activities and deliverables, the consultant will consult the eGC team, particularly the e-Service Managers, staff from the public agency providing the e-service and Center for Special Telecommunications staff

The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements:
-    University degree in areas such as economics, business administration, public administration, computer sciences, engineering or telecommunications or related;
-    Minimum 10 years of experience in IT area;
-    Proven knowledge of one of the following domains: business, education, agriculture;
-    Excellent understanding of web technologies;
-    Excellent understanding the database development and programming;
-    Excellent understanding of system designing process;
-    Excellent understanding of the regulatory documents in the ICT field;
-    Understanding of Cloud Computing principles and related architectural applications development approaches.
-    Proven track record of similar assignments (min. 5 years)
-    Experience with donor funded programs/projects and World Bank procurement procedures and standard bidding documents would be a strong asset;
-    Ability to effectively communicate and write in Romanian and English.

This is a part-time assignment expected to commence in September, 2013. The contract will be signed for a period of 6 months (with a LOE of 30 days). The contract could be extended beyond the original term subject to the consultant’s satisfactory performance and unchanged fee rate.
